报告:公职人员养老金一直为企退人员2倍以上-搜狐新闻 新京报制图 张妍   近日,由中国社会保障学会编写的《中国社会保障发展报告2016》一书出版。报告从社会救助、扶贫开发、医疗保险等方面总结了十二五期间的发展,并提出了十三五期间的发展前景。报告中提到了养老待遇群体间、地区间差距大的问题,指出基础养老金全国最低标准从2009年到2014年一直是55元。昨日,在第二届全国社会保障学术大会上,十一届全国政协副主席张梅颖说:“养老金发挥作用非常有限,现在55块钱够什么?”   【看点1】   公职人员养老金一直为企退人员2倍以上   报告谈到养老保险领域存在的问题时指出,由于制度分设,群体间待遇差距扩大。2005年以来,以缩小企业退休职工与机关事业单位退休职工的养老金差距为理由,每年为前者提高10%以上的养老金,但后者的养老金提高更快。公职人员退休后的养老金一般是企业退休职工的两倍以上。11年过去了,这种差距不仅没有缩小,反而还在扩大。   在养老金待遇上,城乡差别也十分明显。企退人员基本养老金连续11年平均每年增长10%以上,2015年全国平均水平为2200元 月,但城乡居民基本养老金平均不足200元 月,多数地区不足150元 月。“基础养老金全国最低标准从2009年到2014年一直是55元,2015年虽有所提高,但仅为70元。”   在地区差异方面,广东等地区的养老保险缴费偏低,基金结余多、保险待遇高;而东北地区缴费高,基金结余少、保险待遇低,“这种地区差异完全是制度的地区分割导致的结果。”   【看点2】   企业职工养老基金缺口风险增大   报告指出,受人口年龄结构等影响,养老保险基金仍存在较大的区域差异,这为养老保险基金管理尽早实现全国统筹设置了障碍。   报告说,从绝对水平看,基本养老保险基金运行区域差异明显,部分地区可能面临支付风险。报告根据《中国社会保险发展年度报告》的相关数据提出,城镇企业职工养老保险基金在2014年支付月数在5个月以下的地区包括新疆生产建设兵团和黑龙江,这两个地区分别可支付3个月和3.5个月。报告认为,未来基金缺口的风险增大。   同时,在城乡居民养老保险基金方面,报告指出,全国近60%的省份累计结余低于100亿元,基金支出占基金收入的比重高。   而企业基本养老保险基金也存在着风险问题。报告指出,从总体看,全国31个省(区、市)基金支出占收入的比重均超过60%,超4 5的省份基金支出占基金收入的比重在80%以上,给付负担重而区域不均,报告认为这一现状的长期存在无疑影响了制度运行的公平性和持续性,制约全国统筹早日实现。   【看点3】   医保45%以上资源处于低效运转状态   报告指出,社会保障制度实践中的浪费与低效现象惊人。以医保为例,职工基本医疗保险因个人账户的存在导致45%以上的资源处于低效运转状态,报告认为这严重损害了制度的互助共济功能,也造成统筹基金负担日益沉重。   由于医院的营利性与医药供应失范,医疗服务过程中过度诊断、过度用药几乎是一种普遍现象。报告中说:“公立医院中出现了床位上万张、年营业收入高达数十亿元的‘航空母舰’,近几年全国年就诊人次平均增长8亿人次,2014年超过了76亿人次,患者看病日益向高等级医院集中,而县级医疗机构就诊人次只有9.2亿人次。”   城乡居民大病保险筹资渠道单一,抗风险能力较弱。随着群众保健意识、保障要求逐步提高,医疗消费支出逐年提高,但只有少部分省份出台了相关解决办法的文件。   对于居民看病难、看病贵的问题,报告指出了基本医保三大目录(药品、诊疗项目、医疗服务设施标准)缺乏调整机制的问题。报告说,我国居民医疗服务需求日益高涨,医疗保险保障水平逐步提高,早期的“三大目录”无法适应当前我国各地区、各级医疗机构的用药或诊疗,导致参保人不得不自己承担较高的药费和诊疗费,也助长了医疗卫生服务机构的逐利行为。   【看点4】   贫困人口分布零散近40%在贫困村外   报告称到2015年,农村仍然有超过7000万贫困人口,他们成为全面建成小康社会的短板,要在短短5年内让贫困人口全面脱贫是一项艰巨而繁重的任务。   受各种因素制约,部分贫困者很难采用扶贫开发的方式脱离贫困或缓解贫困,形成所谓的“贫困内核”。他们通常由无生活来源且无劳动能力或者丧失劳动能力的人(如残疾人、老年人和儿童等),无劳动技能、离开劳动力市场较长的大龄劳动者等组成。   报告表示,这些人群即使脱贫,也易返贫,而这些“贫困内核”还在进一步固化。报告引用2010年农业劳动力中30岁以下人群的数据称,这个人群占比只有20%,而50岁以上的则超过1 3。到2013年,中国农村65岁以上的人口比重已经达到11.3%,农村人口抚养比达到33.6%。   另外,贫困区域越来越碎片化,贫困人口“大分散、小集中”的趋势将会更加明显,仍然有将近40%的贫困人口分布在贫困村外,贫困人口的瞄准方式急需改革。   专家说法   面向全民的制度安排要真正覆盖全民   针对中国社会保障发展的现状,中国社会保障学会会长、中国人民大学教授郑功成提出“理性构建完整的社会保障体系”。   他指出,衡量十三五社会保障改革与制度建设的目标任务完成,其基本指标是全面建成覆盖城乡居民的新型社会保障体系。郑功成认为,这个体系应该包括实现基本保障制度全覆盖、促进法定保障制度走向定型、发展各种补充保障。   “社会保障覆盖面的宽窄,直接反映着这一制度的普惠性与公平性。”郑功成认为,面向全民的制度安排要真正能够覆盖全民。“迄今为止,中国已经实现了所有老年人都能够按月领取养老金的初步目标,但还有5%左右的城乡居民因各种原因漏在医疗保险制度外,更有1亿多适龄劳动人口还未被基本养老保险制度覆盖。”郑功成认为十三五期间的任务非常繁重。   本版采写 新京报记者 吴为相关的主题文章:
