广州厦门2020年人口规模红线划定-搜狐新闻  继北京、上海等大城市后,两座南方城市也在谋划控制城市规模。   据中国政府网消息,国务院日前先后批复《广州市城市总体规划(2011-2020年)》和《厦门市城市总体规划(2011-2020年)》(以下分别称《广州总体规划》和《厦门总体规划》)。根据这两份规划,到2020年,广州的常住人口规模要控制在1800万以内,厦门的常住人口则控制在500万以内。对比早前公布的两市“十三五”规划,广州的常住人口上限扩大了250万,厦门则有所缩小。   根据中国指数研究院最新公布的2016年1月份的全国百城房价排行榜,厦门、广州分居全国第四、第五位。接受21世纪经济报道记者采访的多位专家表示,广州体现综合性的中心城市职能,1800万常住人口目标较为宽松,将集聚更多产业和人才,增长空间较大;厦门体现区域性、单一性的中心城市职能,未来城市空间在东南沿海和对台合作交流,因而人口规模控制相对适中。   “十三五”人口总量红线划定   在最新批复的两份规划中,国务院明确划定广州、厦门两座城市2020年的常住人口总量控制目标,其中广州的目标是1800万以内,厦门则不能超过500万。   对比早前提出的常住人口上限目标,广州的区间扩大250万,厦门则略微缩小50万。据早前公布的广州“十三五”规划,广州需要在2020年将把户籍和常住人口控制在920万和1550万以内。而厦门市2014年发布的厦门十三五发展报告则预测,到2020年,厦门常住人口规模在550万左右。统计数据显示,2014年底,广州、厦门常住人口数据分别是1308万和381万。以这两项数据为基准,广州、厦门在常住人口数量规模上分别还有近500万和近120万的增长空间。   “国务院给广州的目标很宽松,给厦门的则是相对适度的目标。”华南城市研究会高级研究员孙不熟表示,“这与国家对两座城市不同的定位有关系。”   在国务院的行文中,广州的表述为“我国重要的中心城市”,而厦门是“东南沿海的重要中心城市”。孙不熟进一步分析,广州1800万常住人口意味着广州实际管理的人口或在2200万到2300万,这将为广州带来稳定的人才供给和产业集聚。这有助于广州承担全国性、区域性的中心城市职能。而对于厦门来说,厦门是区域性、单一性的中心城市,其主要定位在东南沿海和旅游业,因而国务院给的“配额”也相对适中。   值得注意的是,除了人口总量目标之外,与周边城市的区域协作和“中心城市”定位一起写入规划文件。《广州总体规划》提出,广州还将深入推进广(州)佛(山)同城化、广(州)清(远)一体化,加强广(州)佛(山)肇(庆)等珠三角区域层面的规划协调。《厦门总体规划》则要求,加快厦(门)漳(州)泉(州)一体化发展。   对此,广州市社科院研究员谈锦钊表示,这体现中心城市不仅需要自我发展,还需要承担带动周边城市的责任。比如2009年推动的广佛同城化,许多制造业企业工厂在佛山,市场在广州,经济联系日趋紧密。而相对京津冀等大的区域战略,一省之内的城市协同规划更容易突破行政壁垒而得到推进。   广州、厦门楼价会涨吗?   中国指数研究院最新公布的2016年1月份的全国百城房价排行榜,厦门均价为25127元 ?,广州均价为20633元 ?,厦门以超过广州近5000元 ?的优势位居深圳、北京和上海三大一线城市之后。   近年来,一线城市增长迅猛,而厦门的房价涨幅一度夺得过全国冠军。不过,作为一线城市的广州在房价增长并没有临近的深圳那么火热,这也使得广州楼价在坊间有“二线城市”的戏称。在2020年的城市路线图被定调后,广州、厦门的楼市会不会延续一“稳”一“升”的态势?   易居研究院智库中心研究总监严跃进表示,两座城市楼市状态的不同在于购房需求的结构和层次。广州有相对多的务工人员或者源于制造业、第三产业的产业工人。此类群体的购房,一定程度上会牵制房价的上涨。同时,广州周边面临东莞、佛山、深圳等城市的分流。厦门人口规划规模虽然没有广州多,但可供开发的用地相对少,旅游产业的导向非常明显,另外包括周边的泉州等城市可能在购房方面也会首选厦门,所以楼盘总体会比较畅销。   对《厦门总体规划》提出的500万常住人口目标,严跃进认为是一种管控。他对21世纪经济报道记者表示,厦门凭借2015年楼市疯长的态势,一方面这说明各类市场参与主体看好厦门的投资市场,进而后续不排除人口资源会继续导入;另一方面也会使得城市居住的成本上升,进而影响总部经济等产业的导入。此番国务院推出的规划相对来说对厦门楼市进行了管控,防范人口规模过度地聚集。   不同于厦门,广州相对理性的房价,较少有对人才产生挤出效应的可能,这被认为是城市发展的后劲所在。谈锦钊对21世纪经济报道记者表示,广州对今后五年的城市总体规划有助于延续广州在与北上深竞争中的性价比优势,相对合理的房价能吸纳更多优秀人才,同时带动周边城市发展。目前,广州人口的疏导主要以城市内部为主,主要体现在番禺区、增城区的部分社区等多个社区已经成为中心城市的卫星城。未来广州中心城区功能疏导、部分产业的转移将延伸到佛山、清远等周边城市。而对厦门来说,推进厦漳泉一体化,城市联系增加,相当于增加楼市供给量,对未来厦门房价有望有所平抑。相关的主题文章:
